At 11:24 AM on October 16, the electrostatic plasma containment system suffered a short breach of approximately 11.57 seconds. Initial investigation suggests that a brief instability arose in the ionic fields sustained by the multipactor, resulting in the release of a significant quantity of neutron radiation. The outer lead containment structure absorbed most of the emission, preventing exterior contamination.

Four individuals were within the lead containment structure during the incident and were airlifted to Dartmouth-Hitchcock Medical Center for evaluation and treatment: Beverly Walker, Thomas Chandler, James Chandler, and Jeffrey Chandler. Beverly Walker is a maintenance worker and was approved to enter the containment structure to service an auxiliary fuel supply subsystem that was offline at the time of the incident. Thomas Chandler is a nuclear technician who was not authorized to enter the containment structure; James and Jeffrey Chandler are Thomas' sons. It appears that Thomas Chandler took his sons into the containment structure as part of an unauthorized tour of the facility as part of a "bring your child to work" day.

The assessed risk of continued instability appears to be minute. This appears to be an isolated incident. However, the reactor has been put on a higher level of monitoring for the next week as a safety precaution. Further, the automatic cold standby failsafe systems are being examined to ensure they are still operating within normal parameters as a safeguard against the small possibility of a larger-scale incident.

Subjects were referred by subsidiary company Emergent Energy for further investigation after initial medical diagnoses at Dartmouth-Hitchcock Medical Center indicated the emergence of metahuman capabilities as a result of exposure to high levels of neutron radiation (see Emergent Energy SIR#10498592).

DNA analysis indicates that the subjects (who are monozygotic twins, twelve years of age) have a common genetic mutation that predisposes them towards psychic abilities. It appears that the mutation was dormant prior to the radiation incident. Subsequent to the incident, each of the subjects has been exhibiting different phenomena as a result of the activation of their mutation.

James Chandler appears to have developed the ability to create strong visual and aural illusions. These projections of his subconscious appear to have both a psychic and a visual component. To a human observer, the illusions appear real (though they lack any physical presence). To a mechanical observer, they have a visual presence but lack an aural presence. As an example, at one point a brick wall appeared in front of a nurse who was entering his room to administer medication. The manifestation dissolved after approximately fifteen seconds. The nurse reports that after her initial surprise, she was able to physically pass through the construct.

Jeffrey Chandler appears to have developed fairly straightforward pyrokinetic abilities. There are several recorded incidents where he briefly set objects in his vicinity on fire. On one notable occasion, he caught his hospital bed and clothes on fire. Both subjects panicked at the event, but neither were harmed by the fire (James attempted to help Jeffrey escape from his burning sheets). However, the nurses who stepped in to help suffered first-degree burns, demonstrating (along with the charred bed and clothing) that the fire was in fact real.

Genetic and psychic evaluation both support the theory that both sets of abilities are the result of the common mutation and are manifestations of a common underlying psychic potential. The psychic evaluation also revealed the presence of a low-order empathic bond between the two subjects that seems to provide them each with a very limited subconscious awareness of the other's presence and general emotional state. It appears that the specific manifestations of their psychic potential are a result of their differing psychologies. Both psychic investigators who evaluated them share the opinion that the twins' minds have essentially locked their psychic potentials into these forms and that neither is likely to develop any substantially different psychic abilities.

In addition to the activated mutation, both subjects exhibit a fluctuating level of persistent radiation that is outside of expectations and is not found in the other individuals exposed to radiation during the same incident. This radiation reaches high enough levels that it poses a health concern to those around them. The subjects have been prescribed an as-of-yet unnamed experimental drug containing the neutron-absorbing isotope xenon-135. They are being taught how to measure and monitor their personal radiation levels and how to administer to themselves appropriate amounts of the drug by injection. It is expected that they will be able to suppress the radiation sufficiently enough that they will not pose a radiation threat to others. As of yet, no adequate hypotheses have been developed to explain why the subjects are exhibiting this phenomena.

The subjects' parents have been encouraged to send the subjects to a school specializing in the instruction of students with emerging metahuman abilities. As directed in CD#477920019426, Saint Joseph School is being pushed as the most suited to the subjects' needs.

Subjects were evaluated subsequent to their experience with a temporal shift, as documented in PER#1086724. They spent a week of real-time in the anomaly, which translated into approximately three years of experienced time for the subjects. Upon intervention by the Menders, they experienced an additional year during the course of approximately 72 hours. The nature of their experiences and the Menders' involvement are described in the aforementioned PER and thus will not be included within this document.

Both subjects appear to have physically aged by four years. Physical examinations found no health or developmental issues. Each subject appears to be in good health for his age, and each subject appears to have grown and developed appropriate for the length of time they were in the anomaly. They were initially fairly exhausted when they returned, but after several days of rest they recovered admirably. They also demonstrated an elevated hunger level during the first few days, but resumed a normal dietary intake by the end of the week.

There do appear to be psychological ramifications to their experiences. Both subjects were initially very wary of their surroundings. They appeared to be unsure as to whether they were interacting with a real environment or with a imagined construct (described by them as "a dream", see PER#1086724). The worst of their uncertainty seemed to pass after the first few days, but doubts still seem to remain. However, both subjects are adapting well to their new circumstances. There was also evidence of a change in dynamics between the two subjects. James seemed to have become more reliant on his brother's presence and tended to defer to him whenever possible. Jeffrey seemed to be acting protectively of James and seemed to interpose himself whenever James seemed to feel threatened. They very often appeared to be acting in tandem with one another without even realizing it. Psychic evaluation discovered that their shared bond had strengthened considerably during their four years of experience to allow them to more directly draw on one another's strength and presence. However, there were strong indications that they were each beginning to more strongly assert their individuality again by the end of the first week.

Each subject also has demonstrated a significant growth in their metahuman abilities. While they do not yet have their abilities fully under control, they are displaying significantly greater mastery of their abilities than they had in the past. Additionally, they appear to have developed an unusual form of telekinesis that allows them to imbue their abilities with a physical presence, as described further below. It is theorized that this ability emerged from their experiences in the anomaly: they became so accustomed to forming things with their imagination on a subconscious level that they acquired an ability to telekinetically reinforce their other powers to make them more believable. Neither subject was directly aware of this ability.

James has developed his abilities to the extent that he can now create illusory phantoms. These phantoms have a physical presence due to the telekinesis. Further, they are able to generate telekinetic blasts of energy in combat situations. These phantoms are directed by James' subconscious; in James' perception, they are self-directed. He has also learned to generate bright flashes of light that are capable of briefly disorienting opponents.

Jeffrey has developed his abilities to the extent that he can create animated constructs made of fire. These constructs are visually similar to the fire imps created by many others with a metahuman ability for working with fire. As with James' phantoms, these imps are directed by Jeffrey's subconscious and are in his perception self-directed. He further has acquired the ability to generate and manipulate fire in wide areas, to the extent that he can even disorient opponents with it.

Both subjects have also further developed their radiation abilities. They are now capable of manifesting radiation around other entities, which in combat effectively devastates opponents. They are also able to generate radioactive pulses that physically boost them and others nearby such that they heal, move, and act more quickly. During their time in the temporal shift, they apparently had no need for the xenon-based drug to suppress their radiation. Since they have been back, it has become evident that they will need to resume using the medicine, but it also appears that they have developed enough mastery of their abilities that it will no longer be as much of a problem as it had been in the past.

Studies have been inconclusive regarding the sources of these developments. There are indicators that would support the hypothesis that these developments were a natural by product of having aged four years under the effects of their initial radiation exposure. However, there are also indicators that would support the hypothesis that the temporal anomaly more directly catalyzed some of these changes in a way that would not have happened otherwise. Further investigation into this is planned.

Due to the substantial growth and development of the subjects, as well as their apparent mastery of their abilities in a combat environment (as demonstrated within combat simulations), a petition has been made to City Hall to grant the subjects high-level security clearances. Though not yet approved at this time, there is every reason to expect that they will be. The subjects will be monitored to see how they continue to perform in real-world combat situations.

As documented in EDR#80774195, the radiation monitoring units in use by each of the subjects were producing abnormal readings. The diagnostics performed suggested that these readings were the result of temporal flux. Pursuant to these findings, the subjects themselves were evaluated in an attempt to determine the source of the temporal flux.

Initial findings indicate that the subjects are now producing what might be described as "temporal radiation". This radiation causes a mild temporal flux in the area of its effect. The aberrational behavior of the monitoring units appears to be the result of prolonged exposure to this radiation.

It is suspected that short-term exposure to this radiation is unlikely to be harmful to others, but long-term exposure may carry risks. It has not yet been determined whether there is any risk to the subjects themselves.

Given the potential threat this poses to public safety, we have urged the subjects' parents to admit the subjects to one of our research facilities for further, more intensive examination. The parents were copacetic with this suggestion. At present, the subjects are being temporarily housed in Paragon City research center, but are likely to be relocated to a more specialized facility once better arrangements have been made.

Analyses have determined that the subjects' experience in the temporal shift has permanently altered certain characteristics of their radiation. These alterations account for the "temporal radiation" that has been observed ambient to the subjects.

Like any physical phenomena, radiation is a process that transpires over time. Our research into the temporal anomaly that the subjects encountered suggests that the subjects existed in what the Menders call "Nowhen", the space between timelines (see PER#1086724 and PER#1278437). It is speculated that the subjects' bodies partially adapted to the absence of conventional temporal mechanics, resulting in an altered form of radiation that can have temporal ramifications within the conventional timestream. As of yet, we have been unable to account for the exact mechanics that may have brought this about.

It appears that the "temporal radiation" and conventional radiation are actually the same phenomena. That is, the subjects' inherent radioactivity has acquired an anomalous temporal aspect to it. Our testing has determined that their new form of radiation is similarly hazardous to their previous form of radiation. Though it has changed, it is not intrinsically more dangerous.

Unfortunately, the monitoring equipment and experimental drugs that had been in use by the subjects are substantially less effective against this new form of radiation. We are presently investigating methods to better manage their inherent personal radioactivity levels.

It is still unknown what effect the new radiation may have on the subjects in the short- or long-term. Thus far, both subjects remain in good physical health. They have responded well to counseling for their experiences in "Nowhen", and there is currently no evidence of any psychiatric impact from the radiation itself.

Our research has developed a method for counteracting the radiation generated by the subjects' bodies. By exposing the neutron-absorbing isotope xenon-135 to a properly calibrated tachyonic quantum field with an appropriate level of flux, a temporal property can be imbued to the isotope that apparently counteracts the temporal property of the subjects' radiation. Using this process, we have successfully developed an experimental drug that the subjects have begun using to successfully suppress their radiation to safe levels. Details on the experimental drug are further documented in RDR#80457889. The equipment the subjects had used to monitor their radiation levels has been modified to properly detect their current form of radiation.

Though there remain many unanswered questions regarding the subjects' condition, their situation seems to have stabilized enough for them to safely interact with the world again. Conversations with their counselor also suggest that the subjects are in much better psychological condition now than they were shortly after emerging from "Nowhen".

We have recommended that the subjects resume their education at Saint Joseph School. The subjects' parents were amicable to this suggestion. We have initiated the process of transferring the subjects back into the school's care.
